In 2003 Krasnokamensk was suggested as the site for a major spent fuel repository - it is a city 7000 km east of Moscow in the Chita region and is a centre for uranium mining and milling, the mines being run by the Priargunsky Combine. This scheme was progressed in 2005 when the Duma ratified the Vienna Convention on civil liability for nuclear damage.
